Contract Renewals
The Contract Renewal Section of the Contract Administration Department of the South Carolina State Housing Finance and Development Authority has the responsibility for completing the timely renewal of Housing Assistance Payments (HAP) contracts for those multifamily properties located in South Carolina that participate in HUD’s project based rental assistance program.
The U.S. Department of Housing and Urban Development (HUD) has subcontracted the administration of the HAP contract renewal process to our agency. We provide a single source where owners can have their HAP contracts renewed, have their proposed rents approved, prepare and execute new contracts and rent schedules as well as providing owners with both personal guidance and assistance in completing the renewal process.
We currently administer HAP contracts for more than two hundred and fifty apartment communities that encompass a total of 17,926 rental apartments that provide safe, sanitary and affordable housing for more than forty-one thousand residents in every county of South Carolina. We pay over eight million ($8,000,000) Dollars a month in tenant assistance payments on behalf of HUD.
Our responsibilities to HUD include:
- Monitoring the upcoming expiration dates of HAP contracts
- Physically processing the contract renewal request submission
- Approving the new contract rents and utility allowances
- Preparing and executing the new HAP contract document
- Executing the new rent schedules
- Distributing executed copies of all documents to all involved parties
- Entering contract data in the HUD Integrated Real Estate Management System (IREMS)
