Larry Arney, Architect and former Habitat for Humanity Director, joins South Carolina State Housing - 2/24/2009
Larry Arney has joined the staff of the South Carolina State Housing Finance and Development Authority) SCSHFDA as Deputy Director for Programs.
A native of West Virginia, Arney has a diverse background covering numerous housing-oriented disciplines. He has a degree in architecture from the University of Tennessee and began his career with TVS & Associates in Atlanta where he worked on projects nationwide from Tampa, Florida to Nantucket Island, Massachusetts.
Arney left formal architectural practice to become the Executive Director of Atlanta, Georgia Habitat for Humanity, which grew significantly under his guidance. During his tenure, Atlanta Habitat built 350 houses including 100 built in the year preceding the 100th Olympics, 1996. While at Habitat, Arney earned an MBA from Georgia State University. He left Habitat to start his own housing development company. Arney moved to Columbia three years ago when his wife Agnes Norfleet became pastor of Shandon Presbyterian Church. In Columbia Larry has focused on custom home design and construction.
“Larry brings a unique perspective to the Authority.” said Executive Director Valarie Williams. “We will benefit from his understanding of everything from design and construction to his insights into the social and community impact of affordable housing.”
As a Deputy Director for SCHFDA, Arney is responsible for the administration of numerous departments including Contract Administration, Compliance Monitoring, Housing Choice Voucher, Housing Trust Fund, Low Income Housing Tax Credits, and the HOME Investment Partnerships Program. Among his more challenging duties will be the distribution and administration of Neighborhood Stabilization Program (NSP) funds. South Carolina recently received more than $44 million in NSP funds to purchase and rehabilitate or demolish foreclosed property across the state. Another $2 billion in NSP funding became available through the recently enacted American Recovery and Reinvestment Act, though it is not yet known what portion of those funds South Carolina may receive.

The South Carolina State Housing Finance and Development Authority is a self-sustaining agency that does not receive any state general fund appropriations for its operations. It is supported through interest income earned on mortgage loans purchased with proceeds from the issuance of mortgage revenue bonds; funds provided by the Department of Housing and Urban Development and other user fees. All notes and bonds issued by the Authority are special obligations of the Authority and do not constitute a debt, grant, or line of credit by the State of South Carolina, or any political subdivision thereof.
