T. Scott Smith, Chairman
T. Scott Smith of Aiken was appointed to the Board of Commissioners in November 2007, and effective August 15, 2008 he was appointed Chairman. Smith has over 25 years of experience in the real estate business. He is the principle and president of WRS Real Estate Investments, a South Carolina corporation based in Aiken. The corporation is responsible for developing, leasing and managing regional and neighborhood retail properties across the Southeastern United States.
Smith is a member of the International Council of Shopping Centers and a former member of the Advisory Board of the University Hospital in Augusta, Georgia. He is married and has three children.

Clente Flemming, Vice Chairman
Clente Flemming was appointed to serve on the Board of Commissioners August 16, 2001. A resident of Columbia, he is a Certified Professional Human Resource Manager and the founder of The Flemming Group, Inc., a Human Resource Management, Consulting, and Employment Agency. He has extensive executive management experience and is the former Senior Vice President and Carolinas Personnel Executive for Bank of America. He retired after 30 years of service. Active in many civic and professional organizations, he was selected as one of South Carolina's top 25 African American influences by South Carolina Business Vision and he is the recipient of the Order of the Palmetto.

Carlisle Roberts, Jr
Carlisle Roberts, Jr., was appointed to the Board of Commissioners in March 1997 in an ex-officio capacity as the designee for DHEC Commissioner Douglas E. Bryant. Mr. Roberts, a native of West Columbia, currently serves as General Counsel for DHEC.

Robert Mickle
Governor Mark Sanford has announced the appointment of Robert D. Mickle, Jr. to the Authority's Board of Commissioners on April 14, 2004. Mickle, of Columbia, serves ex officio as the Governor's designee.
A Camden native and graduate of Wofford College, Robert Mickle is president of Paragon Inc. of South Carolina - a company specializing in residential development, construction, finance, and design. Prior to assuming his duties at Paragon, Mickle served as assistant to the Commissioner for the South Carolina Department of Agriculture. He also has extensive experience in banking and finance. Mickle's term on the Authority's Board will expire co-terminous with that of the Governor.

Eddie C. Bines
Eddie C. Bines was appointed to the Board of Commissioners in 1988 and has served continuously since. He served as Vice Chairman of the Board from 1998-2001. Bines, a real estate professional and native of Bennettsville, is deputy director of the Housing Division for the City of Charleston. He is also a Board Member of the National Council of State Housing Boards (NCSHB), a subsidiary of the National Council of State Housing Agencies and is the first South Carolinian to serve consecutive terms.

Felicia D. Morant
Felicia D. Morant of Columbia was appointed to the Board of Commissioners on September 6, 2007. Ms. Morant's background includes experience in consumer and small business lending, commercial and corporate lending, as well as economic development finance. She works in Capital Markets, managing Loan Sales & Trading at AgFirst Farm Credit Bank. Ms. Morant is responsible for investing in corporate loan interests for the benefit of AgFirst Farm Credit Bank and its 23 shareholders located in 16 eastern U.S. states including Puerto Rico, through interactions with national banks involved in agribusiness syndicated loan transactions.

Mary L. Thomas
Mary L. Thomas of Spartanburg was appointed to the Board of Commissioners in February 2008. She is a graduate of Winthrop University and has a strong background in leadership, organizational, community skills and grants. Thomas is executive vice president of the Spartanburg County Foundation, where she is responsible for the management, community leadership, and national and statewide alliances of the organization. Prior to this, she served as executive director of the Bethlehem Community Center for over ten years. She is the recipient of the prestigious 2006 Robert W. Scrivner Award for Creative Grantmaking.

John S. Hill
John S. Hill of Columbia was appointed to the Board of Commissioners in September 2007. Mr. John S. Hill’s experience covers many years in the banking, finance and real estate industries throughout the Southeast. His affiliation with Keenan since 1984 includes the development of over $600 million of public and private sector real estate projects. He has led a number of team efforts in the design/build and Governmental development practice as a principal and owner.
Prior to joining Keenan Development, Mr. Hill was the Senior Vice President of Citizens Southern National Bank of South Carolina. He also has served as the President and CEO of Constan Incorporated of Columbia, South Carolina, a multi-faceted energy company.
