Application Procedures
It is the Authority’s goal to offer rental assistance to applicants within 24 months of application. However, due to the large number of applicants on the waiting list and the funding level provided by HUD the Authority is unable to predict exactly when it will be able to offer rental assistance to those applicants on the waiting lists. It is currently taking three to five years to offer assistance to a family.

Policies
Upon receipt of a completed application, families are placed on the waiting list based on the date and time of their application and authorized preference. Within ten business days after completing an on-line application, or receipt of a completed written application, and being placed on the waiting list, applicants will receive a confirmation letter and a copy of the application. Applicants are required to correct any incorrect or incomplete information on the application and return it to the Authority within 10 business days of the confirmation letter. If you do not receive a confirmation letter, please call (803) 896-8888 to determine the status of your application.
The Authority updates (purges) its Waiting Lists every two years. This process allows the Authority to better manage the Waiting Lists by removing applicants who no longer need rental assistance or do not provide the Authority with current contact information, as required. When the Authority updates its waiting lists, a letter and applicant review form is sent to each applicant, at the last mailing address provided. This is an opportunity to provide current information, but is NOT an offer of rental assistance. Even if there are no changes, the applicant review form must be completed and returned to the Authority by the date specified, confirming the applicant’s continued need for rental assistance. Failure to return the form by the specified date with complete and accurate information may result in the applicant’s name being removed from the waiting list.
When an applicant is selected from the waiting list, the Authority will notify the applicant in writing. The correspondence will contain documents that must be completed and returned within 10 business days. A detailed listing of other documents required will also be enclosed, to include copies of Social Security cards and birth certificates for each household member . A complete and timely response to the request for documents is essential. However, this is still NOT an offer of rental assistance as program eligibility is still being determined. The Authority will notify the applicant, in writing, of their eligibility status within 30-45 days of receipt of all required documentation. If eligible, the applicant will be notified of the requirement to attend a Voucher Issuance briefing and will be notified of the date, time and location. The briefing will cover all requirements for participation in the program and will also reinforce the requirements for locating and leasing a rental unit.

A federal law that went into effect in 2006 protects individuals who are victims of domestic violence, dating violence, and stalking. The name of the law is the Violence Against Women Act, or "VAWA." Click here for more information and an explanation of your rights under VAWA.
PreferencesThe Authority has the discretion to establish local preferences to reflect the housing needs and priorities of its particular jurisdictions. Families or individuals who qualify for those preferences are given priority on the waiting list. Currently the following local preferences apply.
Disability Preference: This preference is extended to disabled persons or families with a disabled member as defined by HUD (42 U.S.C. 423(d) and 42 U.S.C. 15502(8)). Proof of disability will be required at the time of eligibility determination. Proof may be a disability determination by the Social Security Administration. A medical professional verification of disability using HUD's definition will be accepted. However, a person whose claim has been denied by the Social Security Administration is not eligible for the Disability preference, even if the decision is under appeal.
Veteran Preference: This preference is available to a family whose head of household, spouse, or co-head (or surviving spouse thereof) is a person who has served in the active military, naval, or air service (full time duty in the Armed Forces, other than active duty for training), and who was discharged or released there from under conditions other than dishonorable. Proof of service, in the form of Department of Defense Form 214 (Certificate of Release or Discharge from Active Duty), will be required at the time of eligibility determination.

: The Department of Housing and Urban Development (HUD) is authorized to collect this information by the U.S. Housing Act of 1937 (42 U.S.C. 1437 et. seq.), Title VI of the Civil Rights Act of 1964 (42 U.S.C. 2000d), and by the Fair Housing Act (42 U.S.C. 3601-19). The Housing and Community Development Act of 1987 (42 U.S.C. 3543) requires applicants and participants to submit the Social Security Number for each household member.Purpose
: Your income and other information are being collected by HUD to determine your eligibility, the appropriate bedroom size, and the amount your family will pay toward rent and utilities.Other Uses
: HUD uses your family income and other information to assist in managing and monitoring HUD-assisted housing programs, to protect the Government’s financial interest, and to verify the accuracy of the information you provide. This information may be released to appropriate Federal, State, and local agencies, when relevant, and to civil, criminal, or regulatory investigators and prosecutors. However, the information will not be otherwise disclosed or released outside of HUD, except as permitted or required by law.Penalty
: You must provide all of the information requested by the Public Housing Agency, including the Social Security Numbers for all household members. Giving the Social Security Numbers of all household members is mandatory, and not providing the Social Security Numbers will affect your eligibility.
